अधिकारियों के मुताबिक, नोएडा एयरपोर्ट के निर्माण के लिए ज्यूरिख इंटरनेशनल एयरपोर्ट लिमिटेड एजी ने यमुना इंटरनेशनल एयरपोर्ट प्राइवेट लिमिटेड के नाम से स्पेशल परपज व्हीकल (एसपीवी) कंपनी बनाई है। इस कंपनी और नियाल में करार हुआ। कोरोना को ध्यान में रखते हुए ऑनलाइन प्रेसवार्ता हुई। इसमें कई देशों के मीडिया प्रतिनिधि भी शामिल रहे।
नियाल के सीईओ डॉ. अरुणवीर सिंह ने बताया कि ज्यूरिख इंटरनेशनल एयरपोर्ट लिमिटेड एजी के अधिकारी मलेशिया और स्विट्जरलैंड से भी ऑनलाइन इस करार में शामिल हुए। इसके लिए यीडा/नियाल के दफ्तर को सजाकर गमलों पर चित्रकारी की गई थी। इसके लिए दिल्ली विवि आर्ट्स के छात्रों को बुलाया गया था।
दो बार टल चुकी थी करार की तिथि
एयरपोर्ट बनाने के लिए करार की तिथि दो बार पहले टल चुकी है। कोरोना के कारण उड़ानें न होने से ज्यूरिख कंपनी के प्रतिनिधि देश में नहीं आ पा रहे थे। ज्यूरिख कंपनी की तरफ से गठित एसपीवी कंपनी को सिक्योरिटी क्लीयरेंस मिलने के 45 दिन के भीतर कंसेशन एग्रीमेंट पर हस्ताक्षर होना जरूरी होता है। एसपीवी को सिक्योरिटी क्लीयरेंस 18 मई को मिली थी। 2 जुलाई तक एग्रीमेंट होना जरूरी था। कोरोना के कारण 17 अगस्त तक इसकी तिथि बढ़ाई गई थी। हालात सामान्य नहीं होने पर तिथि फिर 15 अक्तूबर तक की गई थी।
नियाल में हैं चार हिस्सेदार
नियाल में चार संस्थाएं हिस्सेदार हैं। राज्य सरकार व नोएडा प्राधिकरण की 37.5-37.5 प्रतिशत हिस्सेदारी है। ग्रेटर नोएडा व यमुना प्राधिकरण की 12.5-12.5 प्रतिशत की हिस्सेदारी है।
इन कंपनियों को पछाड़ते हुए ज्यूरिख ने लिया ठेका
कई बड़ी कंपनियों ने आवेदन किए थे, लेकिन सबसे ज्यादा राजस्व देने की बोली लगाकर ज्यूरिख ने करीब 29,500 करोड़ रुपये के नोएडा एयरपोर्ट प्रोजेक्ट को हासिल कर लिया। कंपनी ने 400.97 रुपये प्रति यात्री राजस्व देने का प्रस्ताव दिया, जबकि अडानी इंटरप्राइजेज लिमिटेड ने 360 रुपये, दिल्ली इंटरनेशनल एयरपोर्ट लिमिटेड (डायल) ने 351 रुपये और एनकोर्ज इंफ्रास्ट्रक्चर इनवेस्टमेंट होल्डिंग लिमिटेड ने 205 रुपये प्रति यात्री राजस्व देने की बोली लगाई थी।

The Yamuna Expressway industrial development authority on Saturday decided not to hike land allotment rates for the financial year 2020-21 in view of the slowdown due to the Covid-19 pandemic.
The authority also discussed at least 24 other proposals such as the Jewar airport project and metro connectivity in its 68th board meeting chaired by senior IAS officer Alok Tandon.
Noida authority chief executive officer Ritu Maheshwari, Greater Noida authority chief executive officer Narendra Bhooshan and YEIDA CEO Arun Vir Singh and other top officials were present in the board meeting.
The authority organised the meeting to discuss important issues such as the film city and airport projects.
In one of biggest decisions, the authority to keep land allotment rates for the 2020-21 financial year unchanged. The authority had not increased the rates in its board meeting held on February 29, 2020, as well in view of the slowdown in the real estate sector.
“The board decided not to hike any land allotment rates for the 2020-21 financial year due to the economic crisis in the wake of the Covid-19 pandemic. The land allotment rates will remain the same as the previous financial year,” Arun Vir Singh, chief executive officer of YEIDA, said.
Before this, Yamuna Expressway Industrial Develpment Authority YEIDA had in May 2019 approved a 4 to 8% hike in land allotment rate for group housing, builder plots, industrial and institutional plots. The prevailing rate for residential land is R15,620 per square metres, R16,225 per square metres for group housing land and R7,560 per square metres for institutional land, officials said.

The YEIDA has decided to provide multi-model urban transit connectivity between Jewar and the rest of Delhi- NCR cities. It also plans to connect nearby cities such as Meerut, Bulandshahr, Ghaziabad and Muradabad with the airport via road network to attract traffic to this ambitious project.
The authority is mulling over a proposal to build a high-speed metro to connect Delhi’s Indira Gandhi airport with Jewar and plans metro connectivity between Greater Noida and Jewar.

The YEIDA discussed how to procure land to expand the airport from two runways airport to six. The YEIDA will seek approval from the state government before starting land acquisition to expand the Jewar airport.

A proposal to allot 2,000 square metres land for a trauma centre to be built along the Yamuna Expressway to cater to accident victims was also cleared. The authority has allotted this land at a rate of Rs1 per square metres under a national health mission scheme, officials said.
The YEIDA had also allotted land for free to the UP skill development to set up a vocational institute to train youth of this region and employ them.

The Yamuna Expressway industrial development authority (Yeida) on Friday said it has started the process of inviting proposals from prospective developers who can work on the Film City project, proposed in Sector 21 along the Yamuna Expressway.
The process was done upon directions from the Uttar Pradesh government. “However, now the government wants the Yeida to hire a consultant or developer who can prepare a detailed project report (DPR) for this project and help in developing this mega project. State additional chief secretary Navneet Sehgal, on October 14, had wrote Singh saying: “Because the Film City project is to be put on fast-track it is requested that to set up the Film City, a consultant or developer should be roped in by the Yamuna authority itself.”
The project was announced by chief minister Yogi Adityanath on September 18 this year. Subsequently, the Yeida on September 20 had sent a proposal stating that it has 780 acres earmarked for industrial purposes and 220 acres for commercial usage in Sector 21, which would be suitable to set up a film city.
